Who is responsible for issuing the visa invitation letters – CRDF or the host party?

The host party needs to issue the visa invitation letter. For instance, if you are visiting the lab of the US Principal Investigator for collaborative research, the institution of the US Principal Investigator needs to issue the visa invitation letter.
